Can I refund a Government Travel Card payment back to myself?

Apparently there was a mishap with the voucher and the money got payed to my account instead of paying for the GTC card. Now my account is way over due and payments are coming out of my pay. I went to the citi account and saw how much was still owed and took the bullet and just payed for it before it got to my credit. That being said the army is still going to take it out of my pay will that money still be sent to Citi and my GTC account and will I be able to refund it back to myself?

Roger and Im assuming whatever was taken from me already will be sent to Citi Bank and reflected as a negative account balance.Which I can then have refunded sergeant?

If you overpay your Citi account and have a credit, Citi will refund your overpayment in a fairly quick manner.
