the way I read it, a Soldier would be able to take up to 11 non-chargeable days of leave for a baby born after 23 DEC 2016, or alternatively get 11 days of chargeable annual leave credited to their leave balance if they already took annual leave to support the birth of a child in that timeframe.
Technical details of how to do that would be published via MILPER.

Go to HRC.mil, there is a link to MILPERs from there. You will need a CAC card.
Also, your S1 shop *should* be up on this and able to help you.

If you only took 10 days of paternity leave, you’re entitled to 11 additional days retro back to 1 Jan 2017.
