I have noticed that I have trouble mentioning members sometimes in my comments and I have not been able to find any solution to the issue. It usually only happens when the member has a title similar to @SSG (P) John Doe or @MIDN 3/C John Doe where there is that little extra in their title.
No clue if I am just typing wrong here or if the system just has trouble matching up the member.

I've experienced the same issue. I tried to tag them putting the @ prior to their Rank & name and it just put the @ there. So... I figured I was doing something wrong & quit until I'm more familiar with the site.

I stopped trying to tag people. It could be this computer I am on or my lack of computer and Rally pointing skills.
