How does the VA determine full-time graduate enrollment ?

I’m enrolled in 2 3-credit hour classes for online masters and school allows maximum of 2 classes per semester. But VA chapter 1606 pays me half time instead of full time. Isn’t 12 hour request to for full time for undergraduate only ?

Per the link below: For graduate-level training, the training time is determined by the college. For example, if a two- hour class is considered full time in a graduate program at your school, VA will pay you the full-time rate.

Two classes per semester (6 hours) for a graduate degree is considered FULL TIME. I know, I went to school for 3 years that way for my masters. Something is incorrect here. You should contact the VA and figure it out.
