So, long story short I just PCS'd in to my new detachment. Our detachment went through a complete changeover; everyone here but two NCOs are new.

Had a meeting with my NCOs and it turns out that one of the NCOs' NCOER through date was July 1st. Yes, this PAST July! You can imagine I lost my mind.

Previous leadership didn't double down on it and the SSG that was here before me (who PCSd right when I got here) never did it.

I've considered reaching out to his current CoC to have him complete it and the Deputy Director agrees that we should do that considering I was not here at all during the rating period. We haven't attempted to reach out just yet due to so many other things messed up here that we are trying to bring up to standard, but my Deputy Director knows his current CoC.

What would you do in this situation?

I'd sure try, but I wouldnt expect to get anything from it. It was your units failure to sign the guy out before he was done with his proper administrative duties.
You'd probably get a better response if you sat down with your NCO and built a NCOER and sent it to the people that were responsible for signatures. Is it the right answer? No, but at this point we are trying to square your NCO away.

Pretty much the only option besides giving unrated time; which will kill his career .

By write it, folks likely mean come up with the "suggested" bullets, etc.
Have the NCO enter what he can. Provide a digital copy with suggested bullets for parts the rated NCO can't enter.
May suggest the NCO make contact on his own through global. Of that fails, have your Director get involved to motivate completion.
I'd also suggest providing, or being prepared with documents in hand to support the suggested bullets and rating.
Sure the prior personnel in the unit failed by permitting the rater to clear, but the rater and senior rater both had the duty to complete the NCOER.

As a leader you should reach out. I would brief the situation to your Detachmnet/1SG as well as your CSM and DES SGM. Include them on the email as well. Currently you do not qualify as a rater for said NCO. Definitely need to get the enlisted “stars” involved. I would get the names and POC information for the rater, Senior Rater and Reviewer (if required). Hopefully it gets resolved sooner rather than later.
