Is it possible for an SMP non-scholarship cadet to transfer to a different state if a family related issue is the reason behind the move?

Your profile says NG, w/o a scholarship, ROTC will be a snap, just call the ROTC recruiter at the college you want to transfer to. Now the problem will be trying to transfer NG units, there is some paper work needed. Need to talk to the unit near where you want to go.

It is very possible but will take work with state to start NG paperwork and collaboration and the ROTC transfer is very simple since you would just matriculate into your new school and start taking ROTC classes.

Doesn't joining ROTC require a DD368 Conditional Release? I was under the assumption that once the soldier contracted with ROTC, the control of the Soldier switched to HRC. If that is the case, he should be able to transfer and just find another Guard or Reserve unit to do the SMP.

Not sure about transferring ROTC but the Guard part is fairly easy. You do an interstate transfer. It takes a little time and paperwork so get the process started as soon as possible so you don’t have a break in service. I transferred from a junior college in Idaho to a university in Utah and contracted in ROTC in Utah I started the process in May of 1990 had an interview with the battalion commander of the unit I was going to be an SMP with in August started school and started drilling in September
