Literally just had this conversation an hour ago with another NCO. He looked it up and didn't find there was any order of precedence.

But everybody knows the Crapper Tab goes on the bottom!

Per AR 670-1. Not sure of the date or the AR 670-1 I've got on disc but I retired in 1993.
(1) On the Army Service Uniform, the President's Hundred Tab is the highest of four permanent individual skill/marksmanship tabs (as compared to a badge) authorized for wear by the U.S. Army.
a) the Special Forces tab is centered on the left shoulder sleeve, 1/2 inch from the shoulder seam,
b) the Ranger tab is centered 1/8 inch below the Special Forces tab,
c) the Airborne tab is centered 1/8 inch below the Ranger tab but can only be worn by a soldier assigned to an Airborne unit on active status.
The current unit shoulder sleeve insignia is centered 1/4 inch below the Sapper/Airborne tab.
e) In order of precedence on the uniform, they are the President's Hundred Tab, the Special Forces Tab, the Ranger Tab, and the Airborne Tab. Only three may be worn at one time.
f) On the utility uniforms and the cold weather jackets, personnel wear the subdued tabs in the same positions as on the Army Service Uniform (see fig 29-60).
How's this for dating my service?
When I was in the 'SAPPER' School was not yet, "tabbed". I'm pretty sure the modern day AR 670-1 says the same thing (with changes) but retirees can't CAC Card. I do know the Sapper tab is below the Ranger tab now - unless as noted above where the Airborne tab replaces it.
