What regulations can assist me in gaining approval to move off base to support my family during the pandemic?

I need to pass the ACFT to phase up from IV to V in order to move off base to live with my family. My wife is alone with our three small children on NAS Pensacola, and I'm attending classes at Corry Station and staying in the barracks. Command says phase up is frozen due to the Corona pandemic. My wife is scared to leave the house to buy necessities for our family due to our small children. Wondering if there are any regs out there that can assist me in asking for an exception to the rule and be able to move off base to support my family (they live on base at NAS, I'm at Corry Station).
Can someone assist me with the proper forms? Regs? Possibly help with drafting a letter (wishful thinking). I have a great command here and they are overloaded with work so I really don't want to be a nuisance, but my family's well-being is at stake here. I just want to be as prepared as I can when I first go to them.

If your Training Command has a policy that no moving off base is allowed until you phase up, then that is it. This is a local policy. There is no real Big Army policy or regs that cover this. But, since no one is phasing up because of the COVID.....then guess what....you aren't phasing up.
What you can do is ask your cadre for a meeting with the Company Commander. When granted, address the issues/concerns that your wife is facing. Plead your case with the facts you know. If, by some chance you are still not allowed to move off base until you phase up, then counter with an option of being able to leave base for a few hours (with a battle buddy or two) on the weekend to go get groceries/necessities for your family and then return to base after delivery (this COA will probably be permitted easier than the other.........maybe). You are going to need to outline your plan of action. Put some thought into that plan. Then present it. BUT.....be prepared to have it denied.
Everyone is facing hardships during this pandemic. Your wife may very well have to buckle up and get outside to get what is needed for the kids. Everyone is scared about this virus in some form or another. Her/your case is really no different than Joe Schmoe living on the block with a wife and kids that are scared to leave the house. At some point, you're gonna have to leave the house.

If the command froze moving out then they can grant the exception to policy. Local moves aren't frozen by the DOD stop move that's in place now, that is a local policy from your command. Corry is in Pensacola so there is no reason you should not be able to go to NAS Pensacola
