Is there any Texas University that is partnered with the 68C program at AIT?

Way back when I was enlisted, Baylor University was the official University. There is no commissioning program available for an LPN. Once completing an RN program of study, one can apply for a commission a few ways: Direct Commission, RN Nursing Recruiting through, I believe, USAREC.
