Does a senior enlisted or senior officer have to go AGR if you hit a certain rank in the Army Reserves or NG? For example CSM or COL?

No. In fact it is extremely hard to get picked up for AGR after certain ranks. There are fewer AGR slots the more rank an individual has. If there is no where to move, there will not be a promotion.

No. However, when you get up to CPT+ and 1SG+, it is like is like working a part-time, 20 hr per week job and only getting paid for 2 days per month. In the NG, many of our very senior leadership positions are AGR or long-tour ADOS, such as the state CSM, Adjutant General, etc.

In NC, they are State employees. GOs require a lot of support when on AD. I remember my surprise, as a young PFC, when C C Ryder* took over the 199th Bde in place of a COL. His entourage included a LT ADC, a MSG Enlisted aide, a SP6 cook, 2 SGT divers (one commercial and one tactical), the others I do not remember ranks but a house truck driver and 3 orderlies. This is just a buck GO, mind you.

*Not sure true, but we claimed that he was the only BDE CG that had a pop song written about him. May have been others, but we not know every BDE CG.

MAJ Ronnie Reams - Many of ours are AGR going into the position, and they retain that. But the ones that aren't are long-tour ADOS that is funded by the state. So they are still technically Guard on orders, but the money to pay their orders comes from the state. At least that is my understanding from speaking with our A-TAG.

Well, I not know about all States, but in NC the AG is a State Employee that is appointed by and serves at the pleasure of the Guv. One State, maybe SC, elects their AG. I guess different States do different things. A friend of mine was NCAG and when Guv changed, he of course left NC and picked up a third star and went to NGB, for a two year tour as Chief, NGB. His father had been NCAG back in the 1970s

MAJ Ronnie Reams - Yeah, I'm far from an expert on the whole process, just casually talked with the people in my state who are. It's interesting that states do some things very differently. This isn't the first time I've seen different states implement things differently, it's cool that they have the leeway to evolve to fit their own needs.

The short and simple answer... NO.
You choose to apply for AGR and that does not guarantee you being selected for AGR.
