I had issues with my 1st Sergeant while I was in Active Duty, and when I got ETS out I received a bad NCOER from my leadership. My leadership says my 1st Sergeant had influence in my NCOER, so they can't do anything. I did not sign the NCOER because I do not agree with comments that was made. What can I do now to recover from this situation? Currently I am on Reserve and planning to drop my packet for Chaplain. Any suggestion is appreciated. Its a long story but God is the witness I haven't done anything that I deserve this kind of treatment. I have never got in any sort of trouble in my military Career.

Wonder if this could be an Army Board of Corrections case? Would have to be really compelling and out of the norm to get considered. All they'd likely do is consider the appeal, and if appeal is successful is put his MFR next to the NCOER in his OMPF. Candidly raises more attention than if you just left it. Especially if the next NCOERs are really good.

Thought also you could opt out of an evaluation if your were ETS/retiring.

PFC Jeffrey Herrington don’t know how he would have signed as they issue a Tesmer card, but not being there isn’t grounds to throw it out. Really don’t know what it said, but he could have demanded appeal 214 or not. He is going to have to have documentation for the grounds he objects. Other wise it’s DOA with ABRC. He’ll have to address the delay in appealing. Normally it would have gone to the SR or the raters SR for investigation.

You should have elevated the situation before you left your units CSM, Ben Cdr. or higher. There is an appeal process but the transition from active to Reserve May create an issue. None-the-less, speak with you S1 and request jnformation on appeals.

When you sign an NCOER you are neither agreeing nor disagreeing, you are simply acknowledging receipt. When you don’t sign it, you neither lose nor gain. Either way an appeal is your only recourse. Did you at least reach out to you former COC when you received it? If not and it haven’t been to long you should still set up a call with the CSM to discuss. SGT (Join to see)

SGT (Join to see) I ask again what’s you are defining as a bad Evaluation. A “Not Qualified” or “Did Not Meet Standard” rating would be the two criteria to make that case. A “Qualified” and “Met Standard” rating is still a successful evaluation. The new evaluation system has done away with the 1/1 “Among the Best” is the standard mentality that had become commonplace and is reigning in the thought process that if you did not receive this kind of evaluation you were not a successful NCO.

part 4 block d and f did not meet standard. part 5 A not qualified, B. NCO refuse to sign. This NCO is not a contributing member of the US Army, do not retain and remove from positions of responsibility immediately.
