Can a 1sg count a record apft as invalid if he says he does not believe that SM passed it?
SM Signed a counseling to accept taking a APFT during Covid-19 and then took an APFT.
NCOIC administered the test and filled and signed the DA 705.

No. As long as it was known that it would be a record before taking the APFT (and it sounds like there is a counseling statement to acknowledge/prove that), and all standards were followed, i.e. appropriate number of graders/administrators, etc, then there is no recourse. The graders/administrator should be able to vouch for you to the 1SG.

Hold on to copies of the counseling statement and copies of the PT card. Taking everything at face value, this would be a clear IG complaint. If everything was done correctly they can't change your score just because "I think". Under normal circumstance (non-COVID), if the 1SG doesn't believe the score he could make you take the APFT again where he observes, however it would only be a diagnostic the 2nd time. IAW AR 350-1, you cannot be compelled to take another record APFT within 4 months of successfully completing a record APFT (exception for attending PME). However, if you were compelled to take a diagnostic it would look pretty bad for you if you failed that diagnostic after having just passed the record the week prior...

Thank you. My 1sg has been on my butt for months since I was on profile for a back injury and couldn’t pass a run. I’ve taken diagnostics every so often since i’m on a “tdy deployment”. Each time I took a diagnostic my time dropped. I took the record apft so I can re-enlist. If my 1sg tries to make it invalid or doesn’t let the 705 get to s1 I will file an Ig complaint. And as well if he wanted to administer a diagnostic I wouldn’t mind taking one if I did the apft at the same route and time in the morning, it gets hot out here in the desert!

Before you run this up the flag pole and make it an issue, make sure whoever administered that APFT is backing you up and make sure that everything was done IAW regulation.

Did the Commander approve the APFT before it was administered?

So is he questioning the NCOIC who administered the test, there should have been two, a grader and the NCOIC why is he questioning their integrity.

Not saying there has not been cheating in the past, but usually it is one individual pencil whipping the form and hoping nobody catches them. If you appoint an NCOIC and a grader and ask them to administer the PT test why is this 1st sgt now questioning it???

In my opinion you can't just discount the test without serious consequences to the grader and the NCOIC!!!!!
