I missed promotion points by 16 because my BLC APFT card was used instead of the one taken at my unit the same month. I read a few things in this stating BLC card cannot be used but I wanted to clarify.

An APFT administered in NCOES is a record APFT:

AR 350-1, Ch 3-13, c.
c. APFT Soldiers attending the following PME schools and courses: SSC, USASMA, Joint Special Operation Forces Senior Enlisted Academy (JSOFSEA), CCC, CGSOC, WOAC, WOILE, WOSSE, NLC, ALC, SLC, MLC, and BLC, will be administered the APFT (for record) as a course requirement.

If the BLC APFT was your most recent record APFT, then that's your most recent record APFT.

What exactly have you read that states otherwise?

SGM, I read on another soldiers similar situation stating that it was up to the commanders discretion and wanted to confirm this was true. I looked through HRC website but could not find anything pertaining to it specifically. Thank you for the clarification.

SPC (Join to see) - Yes, I imagine that with a paper DA 705 coming back from the school requiring unit update on systems of record, a Commander could decide to leave that lower score off for the benefit of the Soldier, however it is a record and more recently NCOAs are updating systems of record.
That said, I see that your grader required you to perform ACFT push ups for an APFT.
I probably would have pointed that out that violation of reg (i.e. during an APFT, raising either hand from the ground terminates the event, therefore the ACFT push up event cannot be used for a record APFT) on the AAR, after I got my signed 1059.

SGM, they did upload the record themselves. I wish I had said something but I was under the impression from past leaders that my BLC APFT did not matter as long as I passed so I didn’t think far into it, upon telling my S1 that they uploaded it she told me I could just come in and we’d fix it when I got back but my first line said it was against regulation to do so. So it never got fixed. Thank you for your thorough advice and information on this subject.

The most current Record APFT counts. However, If they did not correctly administer the standard for the APFT then the test is invalid. Lifting hands during push up goes against the regulation. Just like if they made you run 2.5 miles. The issue would be how do you prove that really happened. Lastly, this is a great lesson for a young leader. You should know the standard and should have refused to do them incorrectly. Had they said you could have your knees down so you could do more push-ups you would have said no, same difference. Don't ever be ordered to do the wrong thing.
