I am about to be REFRAD to my home state with an LOD. My home state is currently not a place where I can safely stay. I know that you cannot IST with an LOD, however, I am looking for any loopholes/if contacting a Congressman is a good idea/honestly anything. No one from my current unit or home unit can or will provide answers. I am trying to IST from Louisiana to Colorado.

f. Restrictions. Do not transfer Soldiers:
(1) Who do not meet medical retention standards. Waiver is not authorized.

If your LOD case has any chance of requiring a medical retention determination, you will not transfer until that is cleared.
If it is a simple LOD, and you will have to problem returning to duty, your commander will still not sign off on an IST until the LOD is approved, that is for your own good.
There are no loopholes, your Congressman will simply have the reg explained to him by a staffer.

Talk to your CO now about the possibility of doing some SUTAs in Colorado until the LOD is complete and they can start an IST.
CO ARNG has one company with about 16 total 35M positions. You might want to consider a transition to 35F after you get there.
