Who can I talk to about my exception to policy for my PCS being submitted too late by my NCO leadership?

My company CDR told my NCO 4 weeks ago to submit an ETP for my PCS which starts Monday 17th of August 2020.
Today was my final out and I had everything except the ETP, my NCO never submitted the ETP and now I was told that it will take about 7 days to get it, my PCS leave starts this Monday, my NCO said he doesn't care since he submitted it on my final out day.
What can I do in this situation?
The CDR told me to wait as well but I'm only taking 2 weeks of leave and by the time I get the ETP I probably will only have 5 days of leave before my report date. Who can I complain to or something to help me get an ETP asap?

Take this to your former BN CSM. Just because you did a Final Out, doesn't mean you can't talk with them. Mayhaps the CSM can or can't push the ETP sooner.....but I have seen some CSM make mountains cry. At the very least, the CSM can ensure this type of crap doesn't happen again.

SPC (Join to see) - It's called Open Door Policy. Every Commander and Senior Enlisted Advisor are to have one per the regulations. No one is to stop you, nor can they stop you from using it per the regulations.

SPC (Join to see) - But the tricky part is going to be when you are asked if you were ever continuously asking about when you will receive the ETP. As in, did you constantly ask about the status of the ETP.

I asked 2 or 3 times because the NCO got annoyed of me asking, he said he got it taken care of but apparently he didn't
