The real question is does your post require an ETP to PCS, or does your gaining unit require an ETP because it’s a red state? It’s a very complicated situation right now. Talk to the Reassignment section at your post, every post seems to have different policies in place

In some cases yes. If it is a regular PCS then your unit would have to work on getting your an ETP. I think they are at the first General Officer for approval.
