Will the soldier still be promited from E-4 to E-5 in a E-5 slot?

I have a soldier who just graduated BLC in OCTOBER but there 1059 was referred. They are already in a E-5 slot; will they still get promoted? They didn’t get in any trouble or fail any class but one of their instructions put a 0 on their 1059 for character for lack of motivation. What will happen?

I guess my concern would be the "lack of motivation".
I would be very interested in getting to the bottom of that.

The instructor said the soldier didn’t put a lot of motivation into one of the papers and got counseling for it but still passed and never failed anything.
