Divers are authorized Salvage Diver Pay when they have met three specific criteria, according to AR 611-75. One of those criterion is "Be in the rank of specialist promotable or sergeant." Knowing what classifies a soldier as "specialist promotable" could mean the difference of hundreds of dollars of pay. In my situation I passed my E-5 board 18 months ago. If I was considered E-4 (P) at that time, then according to the regulation I should have been receiving Salvage Diver pay from then on assuming I had satisfied the other two requirements for Salvage Diver pay.

There is a regulation with the word "Promotions" in the title. That would be a good place for an NCO to look. I could see if you were a SPC who hadn't been to BLC; but come on, you're an NCO, how are you going to help your Soldiers get promoted?

SGT (Join to see) they're both promotable but one refers to the promotable status of E4/5 and the other refers to the promotable status of E6/7/8. The first group is recommended by a board and integrated into the promotion recommended list. The second group is (was) selected for promotion by an annual board. The difference is the first group MAY get promoted if they ever make points. The second group WILL get promoted once their sequence number is called.

A SPC is promotable when they have passed the board and been recommended for promotion or when they meet the TIS/TIG requirements for MLI and are automatically integrated into the list.

SFC (Join to see) This is really great insight. Do you have the specific documentation to back up your statement regarding when "A SPC is promotable" for memo justification purposes? I'm not sure if I'm overlooking that particular line of text or maybe just overthinking what the regulation states.

SGT (Join to see) you just quoted it in your previous question. After being integrated into the promotion standing list. If your ERB said promotion MOS 12D2 and listed promotion points, you were promotable at that time.

Thanks for the feedback MAJ Rivera. AR 600-8-19 is an excellent resource that defines the promotion system and what a soldier needs to do in order to be promoted. The confusion comes into play somewhere between Chapter 3.1 (5), and 3.1 (8). Is a soldier considered to have Promotable (P) status after being "integrated onto the promotion recommended list" or after "selection...for promotion...by component"? Further, is a SPC considered SPC(P) when they meet the criteria for recommendation or the criteria for promotion pin-on as outlined in tables 3-1 and 3-3?

So MLI(Mandatory List Regulation) is what your looking for. It started about 2017. Basically if you have been the rank for a certain amount of time you meet the requirments to be considered promotable. Hope that helps.
