What are the best internet options for Iraq and possibly Kuwait?

This question is not from me but for another individual. They are considering buying the Sapphire international puck and data plan or the Skyroam puck and data plan. Are one of these better than the other? Are there cheaper or better options? Is it better to just wait and get a sim card once at destination? Thanks in advance.
