Im going to be a vet tech and we have a clinc on post but if I get orders somewhere else and my husband being a mechanic will they give him orders to where they give me to

No...have you talked to your Career Counselor about this?

Your follow-on assignment will factor in your MACP, but if you have not been approved for TDY & return (your unit would need to have a priority fill for your new MOS and your unit would have to pay for this), you will not be coming back to your current location.

all I know is that when you reclass its for the needs of the army. that if I go to a place that is high priority for my husband than after two years on station he can follow. I didnt know if there was a way to come back to Leavenworth. I just dont want to have to leave my son behind when my husband just got back from a deployment.

Read the MACP regulation. You can be assigned up to 250 miles apart, at any given time. There is no requirement to keep the Soldiers together, just close. Due to Ft Leavenworth being a painfully small post and there are a lack of enlisted positions here, you most likely would be going to be stationed in Ft Riley.
