I'm a SGT currently in ALC and I just came down on recruiting orders. I have 0 SSG KD time and want to be KD complete before I do a broadening assignment. ETS date is JAN 2023. What are my options

You sign a declination statement and you're leaving the Army. If you're not trying to dodge it, it doesn't get more dodging it than that.

As for you concern that you will be years behind your peers, you will not. You'll promote to SSG, come off recruiting and shortly after that pin SFC around the same time as your peers who went to recruiting later.

I understand where you’re coming from SFC. I just don’t believe that I’m going to be competitive for promotion with no rated KD time as a SSG Squad Leader (I have a year of squad leader time as a SGTP). I could be wrong though as I’m a junior NCO and still learning this process.

SSG(P) (Join to see) and your peers will have no completed broadening time completed.

You have a lot to learn about your MOS promotions. You will want to get hold of the AARs for your MOS promotion evaluation boards. They will tell you what is "actually" considered competitive vs what others have told you is competitive. You have completed the required KD time for your grade, even though you completed it as a SGT. You were rated on your NCOER in that position and that's what the board will rate you on.

The other things you need to look at for your promotion is your Career Map on ACT, the DA Pam 600-25 for your MOS, and the explanation of the promotion board process on HRC Enlisted Promotions website. The latter explains the way the board grades you, and the fist two define what the board members use as a measure to grade you

Unless you plan on leaving the Military you have limited options. Once a Special Duty Assignment get their claws in you and cut tentative orders you are pretty much forced into a corner. Either you execute orders as written or get out. Your perspective of not being competitive isn't 100% realistic though. You won't be the first Military member tagged for recruiting when you wanted to be elsewhere. You'll be fine and promote on schedule if not sooner.
