When Hoehn, 59, took up the hunt in the fall, 12 of Kitsap County’s 38 casualties were without photos. Media outlets publicized her efforts. High school staffers pored through old yearbooks. South Kitsap High School located five photos. Other schools contributed a couple. Relatives sent in some. Soon, it was down to a couple of toughies, then just Niles.
