How does an active organization get ADOS funds to put a reservist on orders?

DCMA Detroit (O6 command) wants to put reservists on orders but doesn't know how to go about it. I'm new to the Reserve and don't know what to tell them.

I would think an O-6 command should have someone who knows how that works, are we talking putting on active for their purposes or for big army's purposes.
