It is highly up to the CoC, but I'm wondering about how often we can take leaves.
Per se, If the unit is not busy, can a SM use he/her's 7 days of leave in every 4 months?

As much as you have leave to take. Sometimes people trying to burn leave will take a Monday and Friday every week for months between training cycles if the unit isn't busy.

You can take leave as often as you want so long as you have leave on the books (Emergency Leave will likely allow you to go in the hole as long as you have enough ETS Balance). You do have to abide by the unit's SOP as to how much in advance you have to request the leave. Many units require a 2 week notice except in an emergency.

Once upon a time when I had 60 days of use/lose (long story involving "extra leave" for deployment) and was in a mission critical position, I took one day of leave a week for 30 straight weeks.
