Just a thought- would peer and subordinate reviews allow for a well rounded review of an NCOs performance?

Peer Evals, aka "Spear Evals." Peer evals, in my estimation, are a good tool for training environments. They can demonstrate writing and communication skills --and offer a perspective that may be overlooked by evaluators. However, in operational commands, I don't see value in peer, or even subordinate, evaluations. Subordinates should be focused on their own proverbial trees. Seniors should be looking to the health of the forest.
