I'm working in a PAC section right now, and we have a Soldier that the Commander has determined is not ready for automatic promotion to Specialist. AR 600-8-19, Enlisted Promotions, says that he must be flagged with a code "P" to stop the promotion. The question I have is if he is still eligible for other favorable actions like awards or college education. My Battalion S-1 does not have an answer for me. Any insights you can offer would be appreciated. Thank you!

AR 600-8-2 SUSPENSION OF FAVORABLE PERSONNEL ACTIONS (FLAG)

Chapter 3 tells you all you need to know, however if you wish further guidance, here is a link to HRC on the subject:

BLUF: If the Soldier wants to pay fully out of pocket for their education they can continue, no they cannot receive an award while flagged under code "P".


The only FLAG codes that allow for awards are "J" APFT Failure, and under certain circumstances "K" AWCP.
