19K in PA no longer exists, so I am reclassing to 91B. I have a unit already assigned, but I haven't gone to school. Is there a site where I apply for school? Or at least view upcoming dates? Is this something I need an NCO to help with?

Your gaining unit will need to schedule you for school, after you are assigned to a 91B position.
The application goes in on ATRRS, which can only be accessed on the mil network.
This is a long school, not a 4 week reclass, so there won't be a long list of options to choose from.

I assume you are Guard or Reserves. Use your Chain-of-Command.
So, 1st get in touch with your Squad Leader & Platoon Sgt. They will get in touch with your Training NCO who will find & schedule you for your reclass school.

PFC (Join to see) I would think your Unit would be able to provide you with the info your looking for. They may also have to approve it... based on whether they need to fill a slot in that MOS.

I signed paperwork stating I'm reclassing to fill a 91B spot at the new unit, but tomorrow is my last drill with my current 19K unit. Nothing has been said to be about signing up for school.
