AR 600-8-2, Suspension of Favorable Personnel Actions, will explain everything to you as to what you can and can't do...or get/not get.....while flagged. It will also tell you the different types of Flags.

I am not sure how you are in consideration for an AGR position but you may be getting separated soon. I would try to seek out some more information on your limitations on your service.
