Can the title of "NCOIC" be put on DA Form 2166-9-2 as Principal Duty Title?

I've been going back and forth with my SGM about my Principal Duty Title for my NCOER. He says it needs to match the TDA while I have found I don't necessarily have to. AR 623-3, Table 3-8, Principal Duty Title: Enter Principal Duty Title that matches the unit force management document (TDA) OR that most accurately reflects actual duties performed. Seeing as how I have been put in the position of NCOIC for the last 15 months that would be a more accurate reflection of my duties performed. And, nothing states that I have to put what the TDA has me slotted as/in. Comments????

Well.....you could go with what the UMR says for the Line/Paragraph description is and put in the Area of Emphasis that you're the NCOIC but that wouldn't be most accurate. In all honesty, it's going to boil down to what your Rater and Senior Rater says. Ask them what they think.

SFC (Join to see) - I understand. I've heard from many so far that changing the SRB/ORB to reflect what is on the NCOER/OER is a common practice. Is it right? IDK.

Does your TDA title accurately reflect what you do?
All that matters on your NCOER is that the performance section accurately states what you did, how well you did it and what the impact was.
And that the potential section is an accurate reflection of your potential.
Boards care more that your PMOS matches the DMOS and duty description than what the title is.
Your Principal Duty Title could read "Supreme Allied Commander, Ground Forces Lab Section", the board would never notice.

Your CSM is the most senior enlisted person in your organization, and they should have input on your NCOER. The duty position you want as your title is the one that your DA Pam 600-25 says you need. That's usually going to be the position you were assigned to You can still have NCOIC or PSG in your appointed duties and highlight that in your accomplishments.
As for changing your SRB, HRC doesn't do that. Whoever you fall under for eMilpo hierarchy is who can edit your SRB. Editing your duty positions is a normal part of preparing your file for the board every year.

I would argue that a DA Pam is a guidance (This pamphlet provides guidance on noncommissioned officer professional development programs for each of the Army’s military occupational specialties.). I would not use the DA Pam to justify or press for someone to change their NCOER Principal Duty Title.
I know historically what our command's would do is something like "Instructor-Writer / NCOIC" or "Instructor-Writer / 1SG".
Your CSM should provide you guidance on what they meets expected guidelines for an NCOER but they have no authority to make you change anything on an NCOER. I would discuss it in depth with the rater and senior rater if the rater disagrees with the CSM and in your favor, the submit the NCOER "as is". Might not be the last you hear on the subject but you are within regulations to submit it with what the rater enters into the Principal Duty Title.
