Hey so I have 77.8 months TOS, it's time for me to PCS but my unit is telling me that I won't be able to go anywhere until June of 19, my branch is telling me I don't meet KD time so they won't let me drop a recruiter packet. I'm not being used in a KD position
I currently hold 8 soon to be 9 additional duties for my unit. What can I do to have some forward progress?

For God’s sake man! Nothing nor anyplace is so bad you have to drop a recruiter packet!

Realize that knowledge and experience from those additional duties will have a high pay off as you progress and whenever you depart from service.
I was CBRN, so I had many, but it paid off as 1SG. I was able to turn around a company that had just failed nearly every program during a CIP in 90 days. It may be a pain now, but it pays.
Look at them as programs, and you as the program manager. The benefits of timely reports and "passed" inspections is often underestimated.
If you dont already have the CIP/IG checklists for each program, get them and self evaluate and correct, as necessary. If you need resources, ask for them. Then, enjoy the easy excellent rating, potential impact award, or schools that go with those duties. Leverage good results for a hard-to-get on post school, and do it before you get on orders so that doesn't become an excuse.

SSG (Join to see) Your unit does not set nor provide assignments to you...They can say no to an assignment with justification, twice but if branch sends the assignment a third time ..its not getting deleted at a unit level below Army or a GO with a hard on for you specifically to remain in a key position they wish to be known for retaining you in.
Branch should be actively trying to PCS you with that many months on station..more so if your working out of MOS.
Who at branch are you speaking with and what did they say about PCS, you only mentioned a special duty assignment for which you do not meet the prerequisites.

And on that subject, DS any day over recruiter
