I spoke with finance and they were only able to speak on behalf of full DLA in regards to PCS/travel. My family had to vacate government housing due to mold throughout the home. What is the method for submitting for a partial DLA? Local finance was only able to identify how you qualify and the rate but not if the forms differ from standard travel DLA.

Military OneSource has a great writeup on this.

https://www.militaryonesource.mil/moving-housing/moving/planning-your-move/military-dislocation-allowance/

as well as the Defense Travel Management Office (DTMO) - https://www.defensetravel.dod.mil/site/faqdla.cfm

AFAIK, you'll submit on the standard DFAS 9114 that you do for DLA (for DLA in advance) or the standard 1351-2 travel voucher.

(reference the JTR at https://www.defensetravel.dod.mil/Docs/perdiem/JTR.pdf, starting on page 5A-22 for partial DLA).

Sir, thanks for the resource. The issue I am running into is how to submit specifically for partial DLA. A non PCS allowance the service member is authorized for a qualifying event. The JTR identifies the qualification and rates but now how to submit, or which form is used.

Sorry ... I was adding an edit to my response at the same time you were responding so I think we might have missed each other. Reread my response with the edits.

Sir, you were correct. I was able to submit the partial DLA on the 1351-2. Although it was a bit different than the typical travel voucher for PCS. Thanks.COL Randall C.
