Assuming the question is for someone that has TRICARE and are 65+

Short answer - No, you don't have to sign for Medicare Advantage (aka Medicare Part C)

However, you do have to get Medicare Part A and Part B in order to remain eligible for TRICARE for Life.

BY law you must have Medicare parts A and B, even if you have Tri-Care. Anything beyond that is your choice.
