My husband’s reenlistment window for NG is coming up on march, he wants to go active duty because we are struggling financially, can he do this or does he still have to get released from his contract?

No, that's not a thing. But he can still work with an active duty recruiter to join the Regular Army.
Course of action 1- he gets an approved conditional release and ships out whenever he works it out with the MEPS.
Course of action 2- he works with a recruiter now/soon and ships out after his current ETS date.

Iv worked a few of these cases, and like SGM stated their release would likely take longer then just waiting for ETS and working with an Active recruiter. If they start the process now it can be a quick turn and burn after they receive their DD214

SGM (Join to see) - I'll have to agree on that point. I can't see the command getting motivated to push through a conditional release on a soldier with less than 180 days left.

To be honest, your husband can submit for a conditional release from the ARNG at any point as long as he can prove that what he is doing is for career progression. Keep in mind that any initial enlistment bonus may have to be paid back so reference his enlistment paperwork's bonus addendum for details. Take him to the recruiter's office and let them help you two through the process.
