Can I add my Commandants List Award from BLC into my SRB?

Take the issue to S1 to have them add it. There is supposed to be a way. If your S1 can't figure it out, let me know and I'll get the details for you.

As stated it is not an award. You also can't add it to your NCOER. Anything that is on your AER can not be used on your NCOER.
In AR 623–3
The time period covered by an AER is counted as nonrated time on OERs and NCOERs covering the same period.
Since it is out of your rated time you can't use anything from that time period.
