Is HRC accepting an exception to policy for time in service for Enlisted to Officer Transition?

Based off previous MILPER messages(FY15) on OCS Eligibility does anyone know if HRC is accepting or has accepted Exception to Policy's for TIME IN SERVICE ?
I have spoken with the OCS program manager from Fort Benning and he was not able to provide clear guidance because the new MILPER is currently being written.
BLUF If someone has had an exception to policy accepted could you provide some type of guidance. I have researched old MILPER messages and forums throughout the Internet and have yet to come across someone that can assist.
Please provide a relevant response as in applied to OCS within the past 1-2 years.

There should be contact info at the bottom of the milper for the OCS guys at HRC. They are normally pretty good about responding.

I did contact POC for the MILPER. He was the Ocs program manager that couldn't provide any guidance because the old MILPER message isn't valid anymore.
