I am having trouble finding an authoritative source for Navy enlisted promotion time line requirements. Yes, I know, I am finding plenty of general sources that all are probably correct, but I want to reference my source and I would much prefer it be a .mil or .gov source. Thanks.

Here is one that tells you the basics. The thing that it doesn't explain is that ranks of E-4 and above are boarded and you need to have a berth in that rank/rate. My son has been in 14 years and I still find it confusing.

The thing this doesn't go into is that the Navy's NCO Education system is mainly OJT instead of formal classes, so you have to meet your "quals" at your duty station, which apparently is not as easy as the Navy wants to think. So after E3, you need a slot, you need to have the TIS/TIG, all your "Quals", and what ever the board actually looks at for promotion. Just looking at it from the outside, it's much more subjective.
