I assume this is a spouse of a disabled veteran that is not 100% (spouses of 100% disabled vets are eligible to have a military ID) or one that is not a VA designated Caregiver (they are eligible to get a VHIC).

If you what you mean by "sponsor a spouse" is to vouch for them to have access, MCAS Miramar has tightened their security requirements and ended the "trusted traveler" program (i.e., if the driver is allowed, then everyone in the care is 'trusted') and only individuals with DoD issued ID or DBids approved* cards (which the VHIC is) are allowed entry. Civilians can get entry, but it's not a "right now" thing - because of the tightened security, they all must have background checks (they say it can take up to 10 days*).

The only other way they'll be able to enter without going through the pass office is if they are given a DBIDS ID which would require an authorized sponsor. If what you mean by "sponsor a spouse" is this, then the answer is simple - you're not assigned to the base or an employee there.

It MIGHT be possible for someone on base to be the sponsor if the veteran has recurring business on base.
