McNamara returned to Washington and recommended to President Johnson that the number of U.S. troops in South Vietnam be increased to 175,000.
He recommended also that 235,000 soldiers in the Reserve and National Guard be activated and that the number of U.S. military personnel be increased by 375,000.
He recommended also that air strikes against North Vietnam be increased from 2,500 to 4,000 per month.

U.S Army, Vietnam (USARV) is established, replacing the U.S. Army Support Command, Vietnam (USASCV).

Ho Chi Minh claims that his people are willing to fight for 20 years or more until they win.
