What would cause retirement pay to be delayed? Any ideas?

Without some clarity of your situation, I can come up with at least 25 different suggestions.
According to DFAS*, the first pay for new retirements should be processed in 30 to 45 days after your retirement date. However, this can only happen if they receive a complete retirement package, including a correct DD Form 2656.
Additionally, in some cases more information, research or computation is required. These cases require more time.
If you haven't already, log into your myPay account and see if they have actually switched you over to an Army Military Retiree (go to "Choose an Account" and you should see an active duty and a retired account for you).
If they haven't, or if it's been more than 45 days since you retired, contact DFAS by phone (1-888-DFAS411) or through AskDFAS for retired pay (https://corpweb1.dfas.mil/askDFAS/askRA.jsp)

*chuckle* I failed to do my 'level 10' stuff with SFC Christopher Taggart's question - look at his profile to see if it tells me when he retired and made an assumption about his dates as COL Dan Ruder did.
SFC Christopher Taggart, since you've verified that the funds didn't get transferred to your bank account, I would check your retirement account (through myPay) first to see if your eRAS reflects what should have happened.
If it does, then the issue is the funds getting from DFAS to your Bank. Double-check the routing/account information to ensure it's correct (Direct Deposit on the left of the main menu).
If everything looks as it should or if you don't have an eRAS for July (assume you're talking about July), then there is a glitch in the system that needs to be resolved (pay inquiry though the contact info above).

Do you have direct deposit or do you receive a check? If it’s direct deposit some electronic payment may be down because of storms or malware. If it’s by mail, the post office, despite their oath, may not be able to deliver because of the weather or a truck lost or stolen. Those are 2 thoughts that come immediately to mind SFC Christopher Taggart
