DoD downsizing, is it worse than before or just more advertised?

I would like to hear the experience of Cold war/Golf war veterans and the perception of younger OIF/OEF veterans. It seems to me that every 10 or 15 years the armed forces go through a similar process but this time sounds horrific. Changes in TRICARE, TA, commissaries, etc. are on the internet every day. Is it worst than before or just more advertised?

I think it is worse than the last one, because there was more of a voluntary aspect to the downsizing back then. Big Army learned that after DS/DS that there were too many willing individuals that took advantage and today there is more of a time to clean house mentality.
