Where can I find legislation or an official document about National Guard backpay from 1LT to CPT?

I am trying to find legislation or an official document about the National Guard officer backpay updates. I have heard it kicks in 100 days after it hits fed rec but also heard that it could be from the date of higher billet assignment. I was placed in the CPT para/lin effective July 1. As of today, Nov 15, I am still "awaiting scroll assignment". I work fulltime for the guard, so the backpay could be a nice chunk of cash. Anyone know where I can find something official on this in case I need to raise an issue?

It is from the FY23 National Defense Authorization Act which is now codified in law (10 U.S. Code § 14308(f)(2)*)
The 100 days is from when your packet is fully accepted for submission by NGB. "Fully accepted" means it's not kicked back due to errors, missing information, etc.

Sir, is there a way we can tell when it is "fully accepted". Would this be in our status changes from waiting to scroll to scrolling?
