UVP Packet went from Awaiting assignment to Scroll to Special Case Review. How do I figure out what's going on?

"Special Case Review" (SCR) for a FEDREC scroll means that a officer (not necessarily you) on the scroll was flagged for additional review because some anomalous, missing, or adverse information was discovered that wasn't in their packet and/or should have prevented their packet from being submitted to HQDA.

The impact is that the scroll is held at that step until the issue can be addressed or a decision is made to remove that packet from the scroll.

Hypothetical example: During a review of the officer packets by the screening agencies (e.g., CID, DAIG, etc.), adverse information was discovered that wasn't in one of the packets. An Officer Review Board (ORB) would review the information to determine if the information is egregious enough to separate the officer's packet from the scroll or if they can clear the packet to progress forward. While the ORB is reviewing the information, avancement of the scroll to the next step in the process would be paused.
