I am hearing this phrase quite a bit these days. I always thought it meant that, more or less, the Army is changing whether you like it or not. After hearing it over and over again in reference to similar situations and under certain circumstances, I'm not so sure that is the true reason people use it. What do you perceive when you hear this phrase? Also, have you noticed that you mainly hear or say it in reference to certain things or in certain situations?

I wasn't understanding that phrase "New Army" , I mean I've heard it a lot! To me, "New Army" means more advanced technology wise. I mean from what I was told if you had a problem with somebody you'd fight it out or whatever. But now, straight documentations of counselings!

Typically it's used to reference the "kindler gentler" Army/Navy/etc. Or it is used negatively to say "this shit would have never flown before, but now who the F knows"

When I was in it meant 2 things.
1. The 1SG was trying to explain some silly crud you had to change to accommodate a new politically correct policy that nobody liked and / or some new computer training to CYA for something.
2. Some Junior Enlisted Member was trying to explain a bad decision and compounding it by using a metaphorical etool to dig a deeper hole.
