I'm a 60 driver in a brigade that is just standing up. Because we are a new brigade, flight time is minimal and hard to come by. Does anyone have any recommendations for what I can do to make myself competitive for a fixed-wing transition?

Only through MI CCC and only if you get a slot. If you go to AVC3 you will never have a chance again in your career.

Contact HRC manager to ask them about it.

sir are you a PIC yet?  Have you submitted your 4187 to request the course yet?  I believe the window is open now to submit for it.  I just processed 3 of my pilot's 4187s for the fixed wing course.  Our CWOB would not let them apply unless they had made PIC first.

Apply for your TS/SCI clearance.  If there is nothing in your record then you'll get one and that will be in your favor when it comes time for selection.

Thank you, sir, I appreciate the response.  A follow up question is that I thought you had to have a need in order to apply for a TS/SCI clearance.  Is that, in fact, the case?  Thanks, again.
