Myself and some battle buddies have gotten into debate over some interpretation of the new 670-1. 
I am under the interpretation that now it has gone into effect you cannot get any tattoos below the elbows or knees. 
a handful of my peers are arguing that you can get new tattoos up to the 4 visible tattoo limit (within the regulation regarding to size).
We have noted that the regulation is in the hands of the commanders to interpret, but how do you all understand it? Are we missing something?

You can get the four tattoos per extremity (within size limit) below each elbow or knee. any thing above elbow or knee is fair, assuming it isnt vulgar, etc. The exceptions to above knee/elbow are bands over 2" wide, and sleeves.
