As my question stated. What would my chances be getting picked up as a 948D. I am currently a MLRS Repairer with four years served as a NCO. I've been in for six years going on seven. My concern about getting picked up would be my lack of NCOERs supporting my current knowledge in my field. Half of my career I served in an admin position (Operations/Orderly Room/Training Room). I am wondering if that would hinder my chances.

I don't think your chances will be based on a lack of NCOERs or what position you were in when you got those NCOERs.  The Army is transforming itself again since we are pulling out of Afghanistan and that is affecting recruiting, retention, reclass, and retirement.  So I'd say if that is what you want to do then go for it.  All they can do is tell you no and then you can go forth and find NCO jobs that will improve your chances and try again.  Tenacity!

I am here at Fort Hood also, I can have our BDE 948D take a look at your packet and give you his thoughts. Warrant Officers are so MOS specific that the more time you have performing that MOS the better. Thank you. I am currently working on my packet. I didn't take it that way. Once I am complete with my Common Core, I'll let you know.
