In the most recent GOP presidential debates candidate Carly Fiorina challenged Barack Obama and Hillary Clinton to view the graphic undercover Planned Parenthood videos. The media immediately called her out claiming the videos did not exist. Fiorina PAC's response was to show the controversial video.

"The video goes on to show the scene to which Fiorina was referring -- a fetus with its legs kicking -- before showing another clip of an aborted fetus, and then a former Planned Parenthood technician describing how she was told: “We're going to procure brain.”

The video finishes by quoting Fiorina again: “This is about the character of our nation.”

Which is why many will choose not to see it--literally and metaphorically. Will this response ad help or hinder Fiorina's campaign for the presidency? I'm an independent so I don't have a donkey or an elephant in this fight.

I believe it is an effective rhetorical counter to the "war on women" line of talking points, and Ms Fiorina was a perfect spokesperson because she is, well, a woman.
It will "win" the news cycle, and should Fiorina progress in the Republican Pennant Race, make for an interesting contrast with Secretary Clinton.

A photo of a Pennsylvania woman’s stillborn son, which was used without her permission and falsely passed off as an aborted fetus in an earlier video by the discredited Center for Medical Progress (which is behind the fraudulent video campaign).

Video from the discredited Grantham Collection, an old anti-abortion archive based in Florida. The video is likely not even a fetus. The Grantham Collection has been called out in the past for posting photos alongside totally false claims about what they are (such as a photo of commonly used sponge tongs found in most hospitals, which the archive claimed were a tool used to tear babies' limbs apart).

If true, how would this impact Fiorina's campaign? Will this have any effect on congressional funding for Planned Parenthood?

To a certain extent yes. Regardless of your stance, the funding or not funding of any program is a normal battle between liberal and conservative parties. The nation will always be roughly half and half with a small amount swaying. In order to stay relevant and correct in our country's direction, that 5-20% that sways needs to be monitored closely. Realistically they decide the direction our nation takes.

On an unrelated note, keep in mind, the "democratic" and "republican" parties are actually very close to each other on the grand political spectrum.
