<p>Since AR 670-1 has come out there is a lot of discussion on what it contains. I would like to start a more general discussion on an issue that a lot of people are confused about apparently. When someone states "You can add to but you can't take away from a Regulation"...what exactly does that mean? </p><p> </p><p>For example, if there is an APFT standard that says you have to do 60 push-ups to pass and a Commander says "I say you have to do 70 to pass." Is he adding to the Regulation? If you say "no" then logically by default it must mean he is taking away. But does that mean that he can then say "You only have to do 50 to pass"? Is he adding now or taking away?</p><p> </p><p>What other examples fit into this gray area?</p><p> </p><p>How does one determine if a Commander is "adding to" a Regulation or "taking away"?</p>

When it comes to regulations and SOP's I've heard soldiers say "you can add to but you can't take away". Does that make any sense to you? Wouldn't that make it a book full of contradictions? What are your thoughts on this?
