I count 4. But the clerk when I cam home said 3. Which is correct?
1st Deployment: Sep 2003-May 2004. Phase Consolidation I.
2nd Deployment: May 2006-May 2007. Phases Consolidation I and II.
3rd Deployment: May 2011-Mar 2012. Phases Consolidation III and Transition I.
ACM was not a thing on that first deployment and I was awarded the GWOT-EM. Can't count Consolidation I twice, so that's 4 stars without the GWOT-EM. Is that still true when subbing the GWOT-EM, so I have to reduce to 3? Or does it matter that I resumed the same campaign on a completely separate deployment?

Servicemembers qualified for the GWOTEM by reasons of service before 30 April 2005, in Afghanistan and Iraq, shall remain qualified for the medal. Any such Soldier may be awarded the ACM or the ICM in lieu of the GWOTEM for such service. Additionally, any such Soldier authorized the arrowhead device may be awarded the ACM or ICM with arrowhead in lieu of the GWOTEM with arrowhead device. Soldiers that elect to receive the GWOTEM in lieu of the ACM or ICM are not authorized service stars for those campaigns in which the GWOTEM is awarded. No Soldier shall be entitled to both medals for the same act, achievement, or period of service.

I would read that at face value. So it says campaign, not deployment. So For consolidation 1 you either get the GWOT or the ACM even though you were there twice for that campaign.

Since you deployed twice during Consolidation 1 I am pretty sure that you can wear the GWOT-EM for one and the AGCM for the other so I count GWOT-EM and AGCM with 4 stars MSG (Join to see)

So what your saying is, I went to Belgium for a force protection Mission right after 9-11 on Enduring Freedom. Which would fall under Liberation of Afghanistan. We didn't get the Expeditionary because we didn't go in country, and same for the ribbon when it came out. so Nada
Then go during the Transition I and got a Star and ribbon.
Would the Star be because of Being on Operation Enduring Freedom before? Ribbon being 1 and the Trans being 2 for the Star?

When awarded the ACM and ICM: Ribbon+Star=1Award--You receive the ribbon and fist star together, subsequent stars are received for subsequent "phases" not additional deployments.
If your deployment to Belgium was in support of OEF you might be authorized the GWOTE for that period. But you should have received the ACM for service in Afghanistan.

ICM w 4 Campaign Stars. Dates on the ERB should be 200405xx, 200705xx, 20110630, 201203xx with the xx being the last day deployed.
Wish I could help but going to keep an eye on this thread for informational purposes.
