I've read that if you put in for the Montgomery GI Bill kicker, you can receive a full refund after exhausting the Post 9/11 GI Bill if you didn't use any under the MGIB. You can receive a partial refund if you used both. How does one go about receiving this refund?

You have to request it from the VA. I'm not sure about the kicker or Army College Fund, but I know you can get refunded the 1200 for the montgomery

I tried to get the refund but was told no due to the way I used my GI Bill. I will say sending the VA a message is the best way to find out about your exact case. Hope it works out for you.

After exhausting all Post 9/11 GI Bill benefits, how do I receive the $1,200 kicker I paid into the Montgomery GI Bill?

Good question. They are named by chapter 31/35? va.gov and go from there. I paid lump sum for the cash also. Around 97-98.
